Hemphill Elementary School
Request for Proposal – Arts Education Partners for the 2023-2024 School Year
Hemphill Elementary School, 714 12th St SW, Birmingham, AL 35211
Overview
Hemphill Elementary, a Birmingham City School, seeks community arts education partners to bring the joy of the arts to K-5 students during the 2024-2025 school year as part of our Turnaround Schools Action Plan. We aim to utilize the arts to build student bravery and imagination and welcome partners who can become cherished by the young and adult people of our school. We are looking for partners who can integrate seamlessly into our school culture and schedule for after-school programs (highest priority), artist residencies, or arts field trips within our availability. A variety of programs meeting our preferred criteria may be selected.
Key Program Requirements:
Imagination and Bravery: Programs should inspire and document the growth of students' bravery and imagination. They should promote imaginative thinking and encourage risk-taking and trying new things. Programs should emphasize that bravery grows from knowledge, practiced safety, and courageous experiences.
Eligible Program Formats:
After-School Programs: These programs are our highest priority as they help fulfill certification requirements for our school and offer the most flexibility for partnerships. Preferred programs get students excited about participating, operate at least twice a week for a full semester or school year and focus on establishing after-school arts clubs. Our after-school care serves 50-70 students, Monday to Friday, 3 PM to 6 PM, for grades K-5. Partners can serve smaller groups within this total, provide programs a portion of the time, and combine or focus on specific grade bands.
During-School Artist Residencies: We may accept a limited number of weekly artist residencies or single-sessions that align with our availability only (see Arts Education Availability below). Class sizes: Grades K-3 (~15 students, with an option to combine up to two classes) and Grades 4-5 (up to 25 students per class, classes cannot be combined). Grade bands cannot be combined, but two grade levels can be worked with separately on the same day. These sessions occur during our specials time, so programs that don’t require collaboration with classroom teachers or other faculty are preferred.
Arts Field Trips: Limited number of arts field trips may be accepted for any grade k-5. We have approximately 50-60 students per grade.
Adaptability and Commitment: Programs must adapt to our evolving needs and manage implementation shifts with ease. Success depends on understanding and appreciating our school culture and priorities.
Curriculum Support and Artistic Diversity: Preferred programs integrate the arts with K-5 English Language Arts or math standards. We will accept proposals for a wide range of art forms, including visual art, film, textile arts, music, theatre, dance, creative writing, media arts, and their subdisciplines.

Statement of School and Student Needs: “Our student population is eager to learn, they crave new experiences, and their creativity will surprise you. Our students are bright but sometimes need to be affirmed to believe in themselves. We want our students to feel capable and see their own power and worth. Our students need opportunities to positively channel their feelings and emotions. They love all experiences that provide a chance to compete, create, and present their creations”
Proposal budget: Hemphill will accept proposals in amounts: $0 - $5,000.00. Programs especially meeting desired criteria or that are a full year program may submit proposals above $5,000.00. Programs at maximum or above maximum amount are expected to be semester- or year- long programs. Our budget amount for field trips is up to $12 per student.
